In my opinion, modal auxiliary verbs are not as difficult to learn and share with ESL students. Even active and passive voices are not hard to learn and recognize the difference to successfully speak English. Sentences written in the active voice are easier to understand than sentences written in the passive voice. I noticed that a statement in passive is more polite than a statement in an active voice. But phrasal verbs are very challenging for English learners, especially ESL students. Phrasal verbs are everywhere in the English language. Phrasal verbs are important for ESL students to know and understand so that they will know the meaning of the words they are speaking. I just have to use phrasal verbs in my everyday speech and practice describing them when I teach kids.
