Unit 15 is concerned with evaluation and testing. This could be done in a variety of ways, e.g. informal: guided discussion in class or formal: external examination, for example TOEFL. Another possibility apart from evaluation by the students and tests is tutoring. However, one on one tutoring might be difficult to achieve in classes with high numbers of participants.
Having a closer look at tests, there are many, many test out there and they test different skills. For example the IELTS or TOEFL examinations are widely known and recognised, whereas the British \"Skills for life\" test is not as well-known (this has also to do with the purpose of this test).
In my opinion, a testing system that tests all four skills has most validity.
