We use modal verbs to show if we believe something is certain, probable or possible (or not). We also use modals to do things like talking about ability, asking permission, making request and offers and so on. On the other hand, a phrasal verb is a verb that is made up of a main verb together with an adverb or a preposition or both. Typically, their meaning is not obvious from the meanings of the individual words themselves. It can be Intransitive that is, they have no object or Transitive, they can have an object. Lastly, Passive voice is used when the focus is on the action. It is not important or not known who or what is performing the action. Passive voice is often used to report something or to state a fact.
