The notion of receptive versus productive skills is a new one to me. From my own language studies, I have experienced how much more difficult it is to understand spoken language than written, so of course it follows that this would be the same for others. The choice of a relevant topic is important to keep the students' interest, as it is so much easier to learn and conceptualize something that one enjoys discussing and learning about. Varying topics is necessary because students will naturally be interested in different things. Pre-learning vocabulary sets students up for success and ties the parts of the lesson together.
