Many times it is not up to the teacher whether or not to use a course book or which one to use. Some language schools have a set curriculum that they want the teacher to follow and teachers may act more as a facilitator for the lessons than an actual creator. There are advantages and disadvantages to this approach, as with anything. For example, if all teachers are using the same course materials, then students in different classes should be learning the same things and advancing at the same rate generally speaking. For a novice teacher, having a guide to begin with may be helpful, but as teachers gain confidence, they may desire more freedom. I suppose that in the end it's up to what the school will allow and how their curriculum is structured.
