Productive skills are skills that are both advantageous and challenging to teach. Speaking and writing are manifested tangibly and can be measured and evaluated easily by the teacher. The first stage of both set of skills is accuracy or identifying the correct words, structures and rules to use in order to create a spoken or written output or response. Towards the latter part of learning these skills, language becomes more superfluous and flexible. Teachers must be flexible in teaching accuracy and fluency. Teacher approaches should also shift when delivering accuracy and fluency lessons. I personally prefer teaching fluency because I like bringing out the aspect of creativity that my students have- a higher order thinking skill than that of memory and repetition. But before reaching a level where one can teach this, language has to be concise. You cannot teach without one or the other.
