I agree that syllabus design is provided in most schools, but for some schools, unfortunately, syllabus is not available. That being said, we, the teachers will have to provide our own and it is essential to have various knowledge on how to mame an effective syllabus that will meet students language level and needs. How often you should carry out progress tests? -This is another factor to consider which I've never done in my class. I've learned that it is certainly a minimum of once in any course, probably at the end, if it is a short duration course (10 hours) or as soon as a reasonable 'chunk' of the syllabus has been covered in longer courses.
