I realized there were many different tests for English learners. However, it does seem overwhelming because of all the options available. It may be overwhelming to both teachers and students to really guide and choose which external exam would be best. Of course, if a teacher has been working with a particular student for a long time, they might have a sense of which exam their student could possibly pass. However, I also believe that is hard for the teacher still because, especially as a native speaker, it is hard to gauge a certain test if you have not seen or taken it yourself. I think it is definitely safe to recommend external tests that are required for a certain university.
